This pull request adds JS implementation for blas/base/zdscal.

Any questions for reviewers of this pull request?

  • I added a early return in the case that da === 1.0 (i.e. scaling by unity). The BLAS code does not share this. As far as I can tell, there is no case in IEEE754 in which multiplying by 1.0 would change the value (e.g. NaN, Inf, -Inf, -0.0, subnormals). I suspect it's probably best to remove my novel innovation in favor of "just do what BLAS does."

Update: I've removed this early return.

Except for #4755 which prevents the linter from passing on CI, I believe this PR is ready for review.
